Policy Statement
1. The Rogate Village Hall and Recreation Ground Charity (hereinafter referred to as “the Charity”) aims to provide a safe and secure venue for a range of services, activities and events. The Trustees and Management Committee recognise the importance of ensuring the safeguarding and welfare of all users of its facilities. Its safeguarding policies and procedures are in line with relevant national legislation and apply to its Trustees, officers and employees, all users of Rogate Village Hall and Recreation Ground.

This policy is made available to all adults who use the Hall or Recreation Ground for any activities, including those who run events or activities on behalf of the Trustees or Management Committee. In most cases children will be accompanied by an adult (a parent or carer), who will take responsibility for them. Young people, (defined as secondary school age or above for the purposes of this policy) are more likely to attend on their own. Vulnerable Adults may attend activities independently and may need additional protection accordingly.
3. The Trustees are committed to ensure that robust safeguards are in place, that policies and procedures are current and fit for purpose, and that complaints are investigated and handled promptly, efficiently, sensitively and without fear or favour.
4. Enquiries about this policy may be made in the first instance to the Bookings Secretary or the Chair of the Management Committee.
Safeguarding Procedures
3. Groups and individuals hiring the Hall or Recreation Ground are responsible for their own safeguarding arrangements. The charity’s responsibility is to ensure that anyone who runs events or activities specifically for Children, Young People or Vulnerable Adults maintain the required levels of disclosure, supervision and have appropriate training. Organisers of activities which may be attended by members of these vulnerable categories must have appropriate measures in place to ensure sufficient protection is afforded to those persons. Organisers of such activities must disclose those measures to the Rogate Village Hall upon request. Use of the Village Hall or the Recreation Ground may be refused where adequate protection for such vulnerable groups cannot be demonstrated to the charity’s reasonable satisfaction.
4. Groups which serve the under 3, 3-5 and 5-11 age groups must follow the Ofsted guidelines for levels of supervision which can be found on their website at: https://www.gov.uk/government/publications/ofsted-safeguarding-policy
5. If any user of the Hall or Recreation Ground has concerns about the behaviour or actions of anyone associated with the Hall or Recreation Ground, they should immediately inform the named person in their group initially responsible for Safeguarding and/or the Management Committee contact named in paragraph 4 or the Chair of the Trustees. Anyone acting in an unsafe or unwise manner may be subject to referral to the relevant authorities.
Disclosures about possible abuse.
6. Abuse can include physical, sexual, emotional or neglect. If an individual is at immediate risk, the police should be informed directly.
7. Any concerns about possible abuse disclosed to a representative of the charity will be taken very seriously but it is not the charity’s role to investigate possible abuse. If it is judged appropriate, concerns will therefore be referred for advice or action to a competent authority, including the Local Authority Children’s or Adult Services or the police (in an emergency).
8. A written record will be made of all disclosures about possible abuse as soon as practical. This will:
9. The charity will not make promises it cannot keep. In particular, confidentiality cannot be promised in any case where an individual may be in danger of any form of abuse.
10. The Trustees will seek to protect any individual reporting a safeguarding concern to the charity and deal with the matter appropriately, including referral to any relevant authorities. Should an individual reporting a concern feel that insufficient action/follow up has taken place, they should inform the Chairperson of the Board of Trustees without fear of repercussion.

- Provide a factual summary of the circumstances and what was disclosed, along with anything relevant observed at the time
- Record what the adult or child making the disclosure was told was likely to happen next
- Be updated to record subsequent action by the Charity
